The Rights & Responsibilities of the Japanese
During the Japanese Occupation of Guam, the Japanese were the ones in charge the entire time. They had control over basically everything, and so they had no limits to anything they did. This meant that they were allowed to do whatever they wanted to, whether it was setting strict rules for the remaining Chamorros and Americans on Guam, or if it was to work on establishing themselves so they could continue on with their expansion throughout the Pacific.
